It's the question of what they didn't do. Yuriy was aggravated by Prussia-san that those two got into a fight that killed Poland-san, Boris-san, and Germany-san.

Since then, they've been fighting with one another; until Yuriy-san left.

There's been two different variations of Yuriy and Boris both, from what I've come across. One of them didn't get into trouble at all really.

It was a Yuriy that Boris didn't recognize; they stayed out of trouble. Then there was an event in Discedo that had to deal with ghosts.

They got a lot closer after that. Until Yuriy left and was replaced with the one from Boris' world.
